President Trump is reportedly still mulling whether to cancel the existing NAFTA agreement as a tactic to force Congress to approve the new USMCA agreement.
A formal withdrawal from NAFTA would create a hard deadline of six months for Congress to approve the USMCA or face the prospect of new tariffs on trade between the U.S., Canada and Mexico.
